Antionio Bevilacqua

Chairman

Professor Antonio Bevilacqua is the Boswell’s Chairman of the Board of Directors. He provides vital leadership to our officers and executives and sets the overall strategic goals for the success of the firm.

During a career of more than thirty-five years, he has led complex transportation projects with an aggregate construction cost of more than $25 billion . He has managed the design and construction phases of more than 3000 miles of civil infrastructure around the world.

Since 2012, Antonio has been the majority shareholder and CEO of Italconsult S.p.A, a leading engineering group headquartered in Rome, Italy, with operating offices in Europe, America, Asia, and Africa. Through Antonio’s vision, Italconsult S.p.A., in 2016, acquired Studio Altieri S.p.A., a leading design firm specializing in the healthcare industry, and in 2018 acquired Boswell. Italconsult climbed the ranking of the Top 225 International Design Firms as per Engineering News-Record from the 149 th position in 2012 to the 71 st position in 2023.

Antonio has been a Professor with the Engineering Faculties of Torino Polytechnic and Palermo University. His scientific expertise covers vast aspects of transportation, road, railway, and airport engineering, and he has published more than 50 significant works in international trade papers. From 2004 to 2013, Antonio served as the President of the Palermo (Italy) Port Authority.

Steve Boswell, PhD., P.E., LSRP

Vice Chairman

Vice Chairman, Board of Directors – Dr. Boswell comes from a family with a proud tradition in engineering, with the distinction of having the first fourth-generation licensed Professional Engineer in the State of New Jersey – David C. Boswell, Howard L. Boswell, Stephen T. Boswell, and Kristen A. Boswell.

Steve reached the heights of achievement in his field while serving as President and CEO of Boswell Engineering for over 33 years. During his illustrious career, he has received several significant honors, which include election as a Fellow in both the American Society of Civil Engineers and the American Council of Engineering Companies, and the degree of Doctor of Engineering, Honoris Causa, from Stevens Institute of Technology, where Steve presently serves as the Chairman of the Board of Trustees.

He holds a B.A. in biology/chemistry from New York University, a M.A. in biological sciences from William Paterson University, and the Degree of Civil Engineer (a double M.S. in Civil Engineering), and a Ph.D. in environmental engineering from Stevens Institute of Technology.

Gianfranco Bevilacqua, MBA, M.Eng., PMP

Director and Vice President, Strategic Planning

Gianfranco Bevilacqua joined Boswell in 2021 as our Vice President for Strategic Planning. He has more than ten years of experience in corporate management, including strategy, operations, and finance for leading engineering firms and project management for complex multi-million dollar civil infrastructure programs in Europe, the USA, and the Middle East.

At Boswell, Gianfranco oversees the formulation of the company’s strategy, working closely with the Board of Directors to ensure alignment with organizational goals. His responsibilities extend to pursuing business opportunities through organic growth and M&A. Additionally, Gianfranco is instrumental in designing financial control systems and marketing strategy initiatives.

Prior to joining Boswell, Gianfranco held the position of Operations and Strategy Manager at Italconsult S.p.A.’s branch in Qatar. During his five-year tenure in the Middle East, he played a central role in driving vertical growth for the branch.

Gianfranco is currently on the Board of Directors for Boswell Engineering Inc. and Italconsult S.p.A.

Kevin Boswell, P.E.

President and Chief Executive Officer

President and CEO Kevin Boswell, P.E. is a third-generation engineer with more than 40-years of experience in the civil, municipal, and environmental engineering sectors.  He currently serves as the Municipal Engineer for the Boroughs of Franklin Lakes, Oakland, Moonachie, Fort Lee, Upper Saddle River, Cliffside Park, Roseland, and the Township of Washington, and is the officer in-charge for numerous projects in the Counties of Bergen, Essex, Hudson, Passaic and Sussex. Kevin’s projects have been the recipient of several Excellence Awards for recreational projects and sport complexes throughout New Jersey, and he is well-versed in securing funding from complex public sources including the New Jersey Infrastructure Bank (NJIB), New Jersey Office of Green Acres, HUD, NJDOT, FHWA, NJDEP and US EPA.

Kevin has been recognized as an expert in the field of Civil Engineering by the New Jersey Superior Court and has served as an arbitrator in construction claims litigation in Bergen County.  He has also served as the project leader on a wide array of projects in the private sector serving residential, commercial and industrial real estate.

Kevin is the grandson of Boswell Engineering founder David C. Boswell and proudly celebrates the 100-year anniversary of the firm he now leads.

Peter Pedalino

Chief Financial Officer

Peter Pedalino has 40 years of experience in the financial departments of several prestigious architectural/ engineering firms.  He first joined Boswell in 1984 when he was hired as a Controller, but left in 1988 to continue his career. In that time, he set up companies to do business domestically as well as in the Far East, Middle East, and South America.

In 2013 Peter returned to Boswell as CFO and proudly continues in that role today.

Joseph Pomante, P.E.

Vice President and Chief Operating Officer

Joe Pomante, P.E. is Boswell’s Vice President and Chief Operations Officer of the Technical Divisions where he is responsible for overseeing the day-to-day operations of each of the company’s technical departments.  After growing up in the construction field at the company started by his grandfather, Joe has gone on to gain 30 years of engineering experience related to civil, municipal, and environmental engineering, project management and construction management. He has been involved with the design and administration of public works, infrastructure, and utility projects for several local, county, and state governmental agencies.  His experience further includes an in-depth knowledge of the design and construction administration of stormwater, water supply, and wastewater treatment.  Joe’s ability to manage and administer projects from the planning phase through construction is complimented by his demonstrated abilities to coordinate with utilities, direct sequencing, and ensure compliance with all regulatory permits.

Brian Rypkema, Esq.

General Counsel

Brian J. Rypkema, Esq, is the firm’s general counsel. As such, he manages Boswell’s legal affairs, requiring him to balance the firm’s legal obligations with its strategic growth initiatives across the country.  Specifically, Brian advises senior management and professional and administrative staff on contracts, insurance, risk management, compliance, employment, human resources, claims and industry related issues, as well as other general legal matters.  Brian joined Boswell in 2015 and has more than 15 years of experience as a lawyer. Brian received his Bachelors of Business Administration in Accounting from Loyola University Maryland and earned his Juris Doctor degree from New York Law School.

Peter Pannucci, P.E.

Vice President, Construction Inspection

Peter Pannucci, P.E. is the Vice-President of Inspection Services for Boswell Engineering and has more than 30-years of experience in all aspects of major construction as a Project Manager, Resident Engineer, and Design Engineer.  His extensive knowledge includes construction associated with highways, local roadways, bridges, building renovations, parking structures, substation construction, utilities, sewer and water, drainage systems, asphalt, excavation, concrete (all phases) and easement work.  Pete has worked on projects for the New Jersey Turnpike Authority (NJTA), the New Jersey Department of Transportation (NJDOT), as well as county and local governmental entities throughout northern New Jersey.

Chris Nash, P.E.

Vice President

Christopher J. Nash, P.E. is the firm’s Chief Transportation Engineer and is responsible for the oversight of all design associated with Boswell’s highway and bridge projects.  He has specialized in the scoping, planning, and design of state and interstate highways well as local and county roadways.  His accomplishments include project management and/or design for the New Jersey Turnpike Authority (NJTA), the Department of Transportation of New Jersey (NJDOT), New York (NYSDOT) and Connecticut (ConnCOT), and the New York State Thruway Authority (NYSTA).

Chris also serves as the Program Manager for FirstEnergy’s (Jersey Central Power & Light) program initiatives, overseeing Project Managers on infrastructure improvements to transmission line and substation projects.  He currently manages Boswell’s 15 Project Managers. He is the Planning Board and Zoning Board Engineer for the City of Hoboken, and the Zoning Board Engineer for the Borough of Wanaque.

Chris has served as an Adjunct Professor teaching the Masters level Transportation Engineering course at Stevens Institute of Technology from 1997-2013 and from 2022-present.

Giselle Diaz, P.E.

Department Head, Environmental Engineering

Giselle Diaz, P.E. joined Boswell in 1996 and has been our Department Head for Environmental Engineering since 2016.

Giselle’s water projects are highly impactful and important to their communities. Those projects include the storage of millions of gallons of potable water through the rehabilitation and replacement of deteriorating water tanks, PFAS treatment, the conveyance and treatment of sewage by improving and replacing thousands of miles of pipe and updating treatment facilities, and the design and rehabilitation of aging pumping stations throughout the state.  She is also an expert at preparing state and federal permitting applications and securing funding through the New Jersey Infrastructure Bank (NJIB).

Currently, Giselle is the Municipal Engineer in Fort Lee and West New York and the consulting Engineer for the Wanaque Valley Regional Sewage Authority and the North Bergen Municipal Utility Authority.

Frank Masella, P.E.

Vice President, Power & Energy Construction

Frank Masella, P.E. is the Vice President – Boswell Power and Energy Inspection.  He manages construction oversight for FirstEnergy Corp. operating companies in New Jersey (JCP&L), Pennsylvania (MetEd, Penelec, and West Penn Power), and Maryland (PotomacEdison). Frank is responsible for more than 30 employees working at FirstEnergy Operating Companies property, and is also a Construction Manager and Resident Engineer on Power and Energy projects.

Frank also has extensive experience in highway and bridge construction and resurfacing projects, utility construction, sewer and water projects, drainage systems, asphalt, excavation, concrete (all phases), easement work, and all facets of highway traffic control and protection.  His construction engineering experience includes projects for the New Jersey Turnpike Authority, the New Jersey Department of Transportation, regional and municipal utility authorities and commissions, and government entities at the local and county level.

Frank is the proud father of a two-time Boswell scholarship winner, Calvin Masella who, after both interning and working for Boswell, has gone on to become an Aerospace Engineer at Navair.

Vice President, Power & Energy Design

Bruce Rockwell, P.E. serves as the Vice President of Boswell Engineering’s Power and Energy Engineering & Design Services. His 40-plus years of experience includes projects in electrical transmission and distribution, HV substation design and field operations, power plants, and railroads mission critical and industrial facilities.

Bruce is one of the northeast’s most respected engineers in the power and energy sector, and his career includes engagements as an Engineering Expert, Engineering Expert Witness, Peer Reviewer, Owner’s Engineer, Oversight Engineer, Insurance Claim Support, Staff Augmentation Manager, and Electrical Inspector. He is currently co-authoring a book on “Power System Instability” for Taylor and Francis Publishing.

Paul Ferriero, P.E.

Vice President, Municipal Services

Paul Ferriero, P.E. is the Municipal Engineer for nine communities in New Jersey, including several that he has served for decades.  His career has consisted of projects that vary considerably – from the installation of parks and recreational spaces, to the dredging of ponds and rehabilitation of dams, to  the design of site plans for data centers and distribution facilities – but remain constant in the high quality of engineering and design he was able to provide.

After graduating from the United States Military Academy, Paul served his country in the 39th Combat Engineer Battalion and was with the Army Corps of Engineers in the Pittsburgh District. Later, Paul established and managed Ferriero Engineering for more than 30 years before joining the Boswell team.  Today, he splits his time between Boswell’s South Hackensack headquarters and our Chester, NJ office.

Peter Ten Kate, P.E.

Vice President, Corporate Affairs

Peter C. Ten Kate, P.E., is the Vice President of Corporate Affairs for Boswell Engineering and has more than 50 years of experience in all aspects of Municipal Engineering and Construction.  For 25 years, Pete has functioned as Vice President of the firm’s Municipal Engineering Division and currently serves as a municipal engineer in several municipalities.  His professional engineering experience combined with his in-depth construction experience enables him to review plans and specifications for constructability and quality assurance with an extremely high degree of proficiency.
