The City of Hoboken engaged Boswell Engineering to provide the engineering design and Federal aid coordination for this project.

This multi-million dollar improvement project was funded by a Congressional earmark disbursed through the Federal Highway Administration and Local Aid funds available through the New Jersey Department of Transportation. As such, this project required a detailed and thorough design process involving approvals from multiple public agencies as well as input and coordination with the general public which involved a series of community workshops and public hearings. Adding to the complexity, both Observer Highway and Newark Street are Hudson County roadways within City limits, leading to extensive coordination with the County Engineer during the design process. The project consists of various streetscape improvements to Newark Street between Hudson Street and Washington Street, a segment one block north of the Hoboken Terminal that sees significant pedestrians, bicyclists, and vehicles particularly during peak travel periods. Improvements included resurfacing, restriping, upgrading handicap ramps and sidewalk widening, and optimizing existing signal timings to allow for more efficient movements throughout the project area. The project was designed to meet the needs of all users and included a protected bike lane with direct access to the Hoboken Terminal.
