The services provided by Boswell included the planning and design of three (3) phases of water system improvements, including 115 miles of water main leak detection, exercising program for 2,150 valves and the replacement of over 4,500 linear feet of water main throughout the City of East Orange. The replacement of the undersized lines was deemed necessary to increase fire flow protection. The professional services also included construction management and contract administration. Boswell was responsible for preparation of the planning document, loan application and administration of the loan throughout the construction phase.

The project was funded through the New Jersey Environmental Infrastructure Trust fund with 25% principal forgiveness.
