Boswell conducted a study to evaluate the capacity of the existing 16-inch force main, which conveys flow from the Palisade Terrace Pumping Station to the Bergen County Utilities Authority (BCUA) interceptor. Two (2) major developments requested to tie into the municipal sanitary system via into the Lower Main Pump Station. The existing Lower Main Street Pumping Station was evaluated, with respect to an upgrade of the facility, to permit the existing and future flow entering the pumping station, and ultimately pumped directly to the BCUA Interceptor, thereby passing the Palisade Terrace Station.

The design of the rehabilitation of the Lower Main Pumping Station included installation of three (3) dry pit submersible pumps, piping, a comminutor chamber and a Supervisory Control and Data Acquisition (SCADA) system. The design further included the installation of 4,800 linear feet of 10-inch force main to the existing BCUA Interceptor.
