Boswell provided the Construction Management services for the total reconfiguration and reconstruction of the Route 4 & 17 Interchange. Built in 1932, the Route 4 & 17 Interchange is a main transportation connector carrying more than 220,000 vehicles on a daily basis. This interchange, located in close proximity to several area shopping malls, is among the most congested in the northeastern United States. The key issues associated with this $56.7 Million project required that the interchange was to remain fully operational throughout construction, access to all adjacent property was to be maintained, and no travel lanes be closed during peak retail shopping periods.

The major construction elements of this project consisted of: two (2) new third level direct flyover ramps (325 and 265 meters long); reconstruction of an existing loop ramp; widening and reconstruction of Route 4 & Route 17; extensive relocation of utilities; and, construction of an auxiliary interchange and a new service road to provide access to businesses and adjacent shopping malls. In order to minimize disruption to the traveling public, area businesses, local residents and emergency services, this extremely complex project required special attention to scheduling, a complex Maintenance and Protection of Traffic (MPT) plan and communication with the public, local officials, and all other stakeholders. The construction schedule for this project went from a three and a half year timeframe to a 13-month super-accelerated schedule, which provided substantial incentives to the contractor and required an extremely experienced, knowledgeable and flexible inspection staff.
