Boswell provided project management, construction management, materials coordination, and construction inspection along the installation of a new Optical Ground Wire (OPGW) located along a 230kV transmission route for increased serviceability.

The 4.4-mile project was constructed between the Gilbert Substation in New Jersey and the Springfield Substation in Pennsylvania. The construction included replacing an existing static line with OPGW including an aerial wire pull using helicopters over the Delaware River separating New Jersey and Pennsylvania.
