This project, funded by the New Jersey Environmental Infrastructure Trust (NJEIT), was part of the City's multi-phased sewer separation program, designed to reduce inflow and infiltration (I/I) and minimize combined sewer overflows during wet weather. The first phase of the project involved the installation of new storm sewers, manholes, and inlets within, or in the immediate vicinity of, the City’s redevelopment area. The stormwater inlets were redirected to existing storm sewers, where possible. In areas where separate storm sewers were non-existent, new lines were installed parallel to the existing combined sewer. This phase of the project included the rehabilitation required for the sanitary sewers as a result of video inspection within the City’s redevelopment area.

The positive impacts of the sewer separation included: the reduction or elimination of basement and street flooding, reduction or elimination of sanitary discharges into waterways such as Hackensack River, decreased impacts to aquatic species and habitat, and, minimizing of contact risk with pathogens and bacteria from domestic sewage in the receiving water. These benefits had a positive impact on the water quality of the Hackensack River through the elimination of direct sewer overflows. As part of the sewer separation project, the City installed a new dual 42-inch outfall to convey stormwater runoff to the Hackensack River. Boswell was responsible for obtaining Army Corps of Engineers Nationwide Permit No. 7, NJDEP Individual Waterfront Development Permit and Bergen County Soil Conservation District (BCSCD) Authorization. During the construction phase, Boswell was also tasked with coordination involving multiple utility companies.
