Scope of Services: Design, Construction Administration, Regulatory Permitting, Funding Coordination
Client: North Bergen Municipal Utilities Authority (NBMUA)

The services performed included the preparation of planning and design documents for the NJEIT Infrastructure Project. The first task of the project was an evaluation of the regulators and televised inspection of the combined sewer ranging in size from 8 inches to 60 inches. Recommendations for rehabilitation were incorporated into a three (3) phase project.

The first phase was the installation of 8,000 linear feet of combined sewer. The project included replacement of severely deteriorated pipe, including bypass pumping to ensure uninterrupted conveyance of flow. The second phase was lining of approximately 18,000 linear feet of combined sewer and the third phase was the rehabilitation of the regulators.

The main objective of the Infrastructure Improvement Project was to repair/replace the most severely damaged components of the NBMUA’s combined sewer, in order to allow the system to work as efficiently as possible and to alleviate flooding throughout the Township. Furthermore, the bar screens and comminutor at the Woodcliff Plant had exceeded their useful life causing the sewage treatment process to function inefficiently.

The projects were bid together and funded by the American Recovery and Reinvestment Act (ARRA) and New Jersey Environmental Infrastructure Trust (NJEIT). Boswell was responsible for preparation of the loan documents, planning document, design and administration of the loan throughout the construction phase.
